Jim I have a similiar problem with new used 164Bw/AT I just picked up. Slow to go into drive and sometimes slow to go from 4-3.According to Saab shop manual on tranny the problem of "delayed engagement from N to D or 4-3" is weak spring in Accumulator A in valve body. I got Saab shop manual from Eriksson Industries in CT.
I may try to get some parts from http://www.erikssonindustries.com/ and pull valve body on mine and change spring(s). I have gotten ZF A/T parts from them before and they were very helpful on the phone.
They have a complete parts breakdown of tranny on web site with part index numbers. Accumulator A piston spring is 26.390 on page 3 of parts diagram top of diagram. accumulator body is 26.320.
Looks like you have to pull valve body off invert it on work bench and remove access cover over accumulator pistons.
